Overview
Garnett returns, forced to applaud Birdie’s renovated office while bristling at the unboarded window. Birdie’s audit reveals big girls’ wages and funds are siphoned into the work program, prompting Garnett’s eugenic rationale. After the inspector’s praise, Garnett retaliates by nailing the window shut, isolating and striking Meg, and weaponizing the truth that Meg’s mother abandoned her. Birdie departs, urging Meg to try on View Day, as Meg recalls the harrowing winter that ended with her rescue and placement at the orphanage.
Summary
With Birdie’s renovation complete, charity ladies and Miss Garnett return. Garnett, forced to feign approval of the fresh paint and reopened window, immediately questions Birdie’s priorities. Birdie presses the ledgers and uncovers that funds once used for big girls now support the cannery work program, and that the girls’ wages are absorbed for “housing and board,” meaning no pay until age sixteen. Garnett frames this as protection and social duty, hinting at eugenic legislation.
Birdie is excused for the week but worries about Meg’s isolation and urges her to try to be chosen on the upcoming View Day. Birdie invites Meg to share good memories of her mother, briefly softening Meg’s defenses before Birdie departs.
During the inspector’s brief visit, Garnett claims credit for the painted office and straightened books, receives praise and an award nomination, and discusses statewide intelligence testing and inadequate asylum funding. Afterwards, in a punitive display, Garnett re-nails Meg’s window and orders Meg to take all meals alone in the office.
When Garnett later humiliates Meg, Meg resists. Garnett escalates, slaps her, and spits a cruel truth: Meg’s mother abandoned her two days before Christmas. Shaken, Meg prays for anything better than six months of isolation.
A flashback reveals the abandonment: Meg is left with Ophelia while expecting a Christmas surprise; Ophelia and a pregnant dog die during a freeze; Meg survives days of extreme cold by burning household items and rationing scant food. Finally, on January 2, a kindly doctor finds Meg and brings her to the Lafayette County Orphan Asylum for Girls.
