Overview
Takeru consolidates leadership with a pragmatic recovery plan: rationing, monetizing fallen timber, rebuilding a school to restore salaries, reopening the dojo, and inviting settlers—eschewing Imperial aid. Misaki supports and shapes his approach. Tragedy strikes as Hyori dies by suicide after birthing a fonyaka child, whom Misaki shields and places under protection.
Summary
After the officials depart, Matsuda Takeru centralizes food and materials and has Misaki and Setsuko inventory supplies. Misaki counsels Takeru to speak plainly and trust his plan; their exchange softens into a brief intimacy that affirms renewed partnership.
At dawn, Takeru addresses the village without notes. He institutes strict rations under Misaki, frames all outside aid as loans to be repaid, and unveils an economic recovery: salvage and sell storm-felled pine with Governor Lo’s license, rebuild a school first to restore government-paid jobs (including for women), then a village hall. He invites volunteers to settle, reopens the Matsuda dojo, seeks craftsmen for Kotetsu Katashi, and welcomes fishing families to reclaim the coast—rejecting reliance on Imperial aid.
That night, cries lead villagers to Hyori’s home. They find Hyori dead by her own hand, Takenagi through her body, and a premature baby girl whose stirring air marks fonyaka power. When Ameno Kentaro moves to kill the infant, Misaki stops him, asserting the child as Hyori’s and placing her under her protection.
The orphanage takes the baby. Hyori is cremated and her tainted house burned. The village, unable to name the girl officially, whispers “Kazeko” (Wind Child). Though she lacks jiya, the air around her is ever restless. Feared yet tolerated, she remains a living testament to the attack and the Empire’s denial.
