Summary
At dawn in Bandalong, Tylwyth Waff, Mahai of the Bene Tleilax, contemplates his city and revels in the belief that the millennia of restraint, mythmaking, and pretense have brought his people to their decisive moment. He recalls how outsiders accepted the image of “vile, predictable Tleilaxu,” a mask the Masters deliberately crafted while they waited.
Waff performs morning rites and reflects on ghufran and the Tleilaxu hierarchy—Masheikh, Domel, and Face Dancers—affirming their secret Shariat and the genetic “language of God.” He notes the new Face Dancers and the Tleilaxu confidence that only powindahs can be fooled by such constructs.
In a garden council with nine senior Masheikhs, Waff presents the Atreides Manifesto, proposing it be spread unchanged. Despite Mirlat’s fears—CHOAM worries, potential attribution to Atreides, and unrest—Waff argues the timing is perfect: Face Dancers already infiltrate Ix and Fish Speakers, the Guild relies on Tleilaxu melange, and Honored Matres will clash with Bene Gesserit.
Waff reads passages declaring limits of words and the “magical” universe, asserting that only the Tleilaxu Shariat can absorb such ideas. He guides the council through Sufi-Zensunni roots and pledges, turning concern into zeal by showing how the manifesto undermines powindah creeds while leaving Tleilaxu faith untouched.
Concluding that God has delivered a weapon through an Atreides author, Waff orders the manifesto’s wide circulation and directs Scytale to arm the faithful. As the council disperses, Waff savors the secrecy of their language and the Yaghist, convinced the manifesto will lure the masses to their doom and signal the Tleilaxu’s long-prepared ascendancy.
