Summary
Morning at the townhouse, Theon joins Tessa on the balcony, then at breakfast with Luka and Axel. Tessa anticipates rules; Theon instead outlines Selection Year structure: element training after her Emerging and a separate Sources-only training for safety and heir unity. He frames cordial relations with heirs as strategic.
Pressed on motives, Theon reveals his father intends to seize Devram, stunning Tessa and inflaming her sense of betrayal. Debating the Revelation Decree’s interpretation, Theon downplays its orthodoxy and pivots to pragmatism. He mandates morning runs and two hours of daily combat training with Luka so Tessa can protect herself against inevitable threats.
Theon describes the Accords as performative and hints all kingdoms deal in shadows. He alludes to research on the Keeper and a mysterious mirror sighting in the Underground, which Axel mocks and Luka half-supports. Luka forwards Theon a note of interest before departure.

High Priestess Sancia and Head Sentinel Evander convene proceedings.
