In a secluded barn after the Ox festivities, Neema and Cain share intimacy and playful banter, briefly escaping court tensions. Their closeness triggers old regrets, and Neema apologizes for not leaving with Cain years ago; Cain admits he waited for her on the quay.

The conversation turns serious when Cain reveals he is an imperial “assassin” who refuses to kill, instead smuggling targets into hidden settlements deep within the Scarred Lands. He describes a years-long, covert replacement of capable Commoners with compliant Venerants—bribery, blackmail, quiet removals—amounting to a stealth coup benefiting the Five Families.

Citing Admiral Ryssa Stone’s suspicious death and Havoc’s advance preparation for her post, Cain connects the purge to Havoc’s rise. Neema, shaken, realizes her faith in imperial reforms was misplaced and asks if Cain suspected her; he admits he did, prompting anger and then reconciliation.

Neema then shares her theory: Bersun died after the rebellion and Gedrun replaced him, explaining the shift from early reforms to ruthless control. Before they can plan further, the distant music stops, and Hounds pound the barn doors, demanding their surrender in the emperor’s name.

Cain and Neema attempt to flee by rope, but Havoc intercepts them with a squad of Samran Hounds. On Havoc’s order, the Hounds savagely beat Cain under a false claim of resisting. Bloodied but alive, Cain is hauled to his knees as Havoc orders both contenders taken away.
