Overview
Warner brings Juliette outside and formally displays her before the soldiers of Sector 45 as a Reestablishment asset, using his ability to touch her as a spectacle of power. The staged welcome confirms Jenkins is alive but also shows how Warner intends to turn Juliette into a symbol under his control. The chapter ends with Warner executing Private Fletcher for suspected rebel contact and theft, making the danger of disobedience unmistakable.
Summary
Warner brings Juliette outside into a concrete courtyard between buildings. Juliette is overwhelmed by sunlight, fresh air, and the open sky because she has been confined for so long, while Warner watches her reaction with amusement and confusion. When Warner produces a gold-hilted gun, Juliette becomes frightened, but Warner tells her the weapon is not for her.
Warner leads Juliette to the ledge, where every soldier in the building stands in strict formation below. Juliette notices the soldiers' uniformity and wonders whether Adam is among them and what Adam now thinks of her. Warner uses an amplifying device to address Sector 45 and announces that there are two matters to handle.
Warner presents Juliette as the first matter, drawing the soldiers' attention to her. Warner wraps an arm around Juliette, and the soldiers appear shocked that Warner can touch her safely. Warner calls Jenkins forward, proving to Juliette that Jenkins is alive, then tells the soldiers that Juliette is a valuable asset to the Reestablishment and should be welcomed.
The soldiers perform a choreographed salute, stepping and kneeling in unison before rising again. Warner then introduces the second matter and calls on Delalieu to report. The silence and suspense make Juliette fear she may still be in danger, especially because Warner's gun remains nearby.
Delalieu charges Private Seamus Fletcher with being on unregulated grounds, fraternizing with civilians believed to be rebels, and stealing food and supplies from Sector 45 storage. Fletcher admits the accusations. Without hesitation, Warner shoots Fletcher in the forehead, exposing the brutal discipline behind his command.
