Leto invokes the Stolen Journals’ lesson on tyranny, then secretly travels through a tunnel he dug beneath the Sareer to the Little Citadel. Relishing a rare day alone on the sand, he restores his worm-self and plans a decisive, private meeting with Siona to set the terms of her coming test.

At nightfall, Moneo delivers Siona by ’thopter. Leto leads her to a high balcony, framing the meeting away from prying ears. He reflects on the transformed planet beyond the Sareer and acknowledges his own lingering vulnerability to memories and place, then begins a measured conversation intended to probe Siona’s strengths, doubts, and motives.

Siona challenges Leto’s divinity, legitimacy, and past killings. Leto counters with candor: his metamorphosis’ limits (hunger for lost humanity, dulled touch, altered time-sense), inability to have children, and profound loneliness as the price of the Golden Path. He admits those he loves are his physical vulnerability and explains that his uniqueness underwrites his right to rule, even as opposition like Siona’s hones him.

Pressing further, Leto details Hwi as a deliberate Ixian “god-trap,” capable of pairing with him in a way others cannot, yet not weakening his governance. He confirms the Oral History’s truth of ancestral memories and the sandtrout transformation, even offering the theoretical path for an Atreides to endure it with enough spice. Siona’s empathy mixes with defiance; she remains unconvinced of his right to govern.

Leto concludes that argument was not his purpose. Having gauged her doubts and readiness, he declares Siona prepared for the test. He summons Moneo to return her to the Citadel, promising that their next meeting will reveal her true nature.
