Summary
At an early audience, Leto receives Tleilaxu Ambassador Duro Nunepi while Duncan Idaho stands guard with a lasgun. Leto pointedly associates Nunepi with Face Dancer plots and, after a terse exchange, accuses the Tleilaxu of spreading slander about his sexuality. Declaring himself the metamorphic vector of Shai-Hulud, Leto forgives the supposed crime but announces punitive consequences.
Leto cancels the Tleilaxu spice allotment for a decade and orders Nunepi stripped and publicly flogged in the plaza. He forbids extra security, telling Duncan he “invites a bit of military nonsense,” framing the moment as lesson, not defense. Their dialogue explores responsibility, the invader mentality, and the seductive absolution offered by militant conspiracies.
As the flogging is projected into the chamber, a masked Fish Speaker—likely Nayla—lashes Nunepi, drawing blood and the crowd’s gasps. Concerned she may go too far, Leto sends orders to halt the punishment at twenty lashes and to credit his mercy publicly.
Pressed by Duncan about the lesson, Leto states the message: no blasphemy against the God Emperor and the ultimately suicidal nature of military folly. Duncan predicts trouble; Leto agrees, emphasizing that provocation itself is part of his teaching method.
