Hwi enters Leto’s small audience room as Moneo waits outside, and notes Moneo’s insight that the God Emperor appears different to each person. Leto reveals a concealed Ixian project and orders Reverend Mother Anteac to investigate Hwi’s childhood site, using a supposed autonomous hunter-seeker program as pretext. He instructs Hwi to share every sensory detail to guide Anteac.

Pressed about his motives, Leto explains prescience as a continuum and frames his life within the Golden Path, predicting four deaths—of flesh, soul, myth, and reason—each containing seeds of return. He outlines cyclical reactions in history and his engineered stasis: restricting space travel to kindle longing for freedom as spice dwindles.

Leto foresees famines and forced concentrations of survivors across worlds, arguing the shared ordeal will teach universality of catastrophe and prepare for the sandworm’s return. He links survival to appreciation of life, justifying the Fish Speakers as teachers of survival and noting women’s intimate knowledge through childbirth.

Turning to power and governance, Leto warns that wealth’s pursuit enslaves, decries decadence, and says men with principles make the best rebels and administrators. He contrasts decisive administrators who act on verbal orders with bad ones who hide behind reports and delay until errors compound.

Finally, Leto tells Hwi he would use her and asks her to wed him. Hwi decides immediately and accepts. Leto sends her to instruct Anteac precisely on what to find at her genesis site. When Hwi asks about possible failure, Leto concedes anything can fail, but says brave friends help.
