Summary
After a stormy inspection, Moneo returns to the Citadel mindful of Leto’s aversion to moisture and descends to the crypt, exhausted but intent on discussing the coming journey to Onn. Leto, alert on his cart, reflects on Moneo’s age, refusal of spice, and intent to see Siona installed before death.
Moneo asks if the Tleilaxu altered the new Duncan Idaho; Leto assures him Duncan is untainted. Leto reveals his aim to breed Siona with Duncan for a first-generation cross, dismissing concerns about Duncan’s relative slowness, and stresses that key genetic dominants—not segregant performance—matter.
The discussion turns to Leto’s philosophy: laws are provisional in creation, rules shift with surprises, and he is a “predator” who improves the stock. He seeks humans capable of millennia-spanning decisions, warning that short-term choices fail in the long-term. Moneo is shaken, sensing the Golden Path yet fearing its costs.
