Summary
The chapter presents an official Bene Gesserit abridgment assessing Leto II’s Empire. It confirms reports that nine historians who vanished in Year 2116 were rendered unconscious and burned on pyres of their own works, with an eyewitness record from Ikonicre. Leto’s stated rationale: they “lied pretentiously,” and he warned petitioners against prideful false accounts and martyr-making.
Sister Chenoeh recounts trotting beside Leto’s Royal Cart during a rare peregrination. Leto accuses the Bene Gesserit of attempts to suborn Fish Speakers, then directs Sister Chenoeh to observe Onn’s cluttered landscape. He condemns closures that drive spirits inward, vows to restore the outward view, warns against breeding for single traits, and claims, “You got me, the wild card. And I have achieved Siona.”
The report summarizes institutions: Fish Speakers elect Decennial delegates and increasingly emphasize nonmilitary civic roles, gaining local goodwill while their religious character devolves. The priesthood remains constrained by required consultation with Arrakis. Leto blocks Bene Gesserit participation in his breeding program, enforces monitoring of BG births, and answers appeals with “Be thankful for what you have.”
Economically, the Chapter House stays solvent through austerity, fee increases, and CHOAM ventures such as a Star Jewel cartel; melange allotment is denied.
