Strategizing, Spook urges assassinating Citizen Quellion, but Breeze and Allrianne argue it would only replace him and brand them murderers. Breeze proposes a slower plan: expose Quellion’s system as foolish, corrupt his support, and then remove him. Sazed wavers, noting Quellion’s roots in Kelsier’s rhetoric, yet accepts Breeze’s approach.
