In the mists, Elend contemplates Vin’s capture after three days and wrestles with guilt for allowing the risky plan. He finds unexpected comfort in the mists, contrasted with Vin’s current distrust of them. Cett arrives, reporting starving villages and growing restlessness, arguing the siege is untenable and urging an assault and retreat to Luthadel for survival.

Shouts draw Elend to a brawl. Demoux tries to break it up but is punched down by a soldier angry at the “mistfallen,” those who were sick longest from the mists. Elend intervenes with Allomancy, restores order, and—despite Demoux’s reluctance—decrees the striker, Brill, must be executed to preserve discipline. Recognizing deepening rifts, Elend orders Demoux to escort roughly 300 mistfallen back to Luthadel to aid Penrod and restore control.

Accepting Cett’s strategic warning, Elend decides he cannot wait out the siege while supplies dwindle and the world dies. He turns to Noorden’s maps of koloss bands, plotting to use their movements to shift the balance and pressure Yomen, seeking a non-traditional path to take Fadrex without a ruinous frontal assault.
