In Urteau’s cavern, Spook brings tea to Beldre and speaks candidly about her captivity, his past insignificance, and his hopes. Beldre recounts her near-execution as a half-skaa noblewoman and her disillusionment with both the Lord Ruler and her brother Quellion’s extremism. Spook promises to try to spare Quellion and to guide a smooth transition for the city, while Beldre warns that power can corrupt.

Spook then meets Durn to cement their alliance: Durn demands canal contracts and a title, which Spook grants. They coordinate damming the Harrows to protect the slums when Spook’s plan to flood the canals proceeds, and arrange logistics to clear markets and safeguard residents.

Following Breeze’s counsel, he avoids fiery speeches, instead letting presence and rumor build the Survivor of the Flames persona. He denounces Quellion’s murders and highlights the Citizen’s hypocrisy while letting others spread more dangerous accusations.

As cheers mount, Spook wrestles with Beldre’s warning about power and with his own longing for significance. Hearing a whispered approval from Kelsier—“They love you. You deserve it.”—Spook accepts the crowd’s adulation, raising his arms to their acclaim. His confidence surges, marking a decisive turn toward charismatic leadership with risky temptations.
