Spook leaves Breeze at a tavern, declining his company to better blend into Urteau’s poorer districts. Flaring pewter and guided by the voice of Kelsier, Spook strides into the Harrows to confront Durn, the local underworld figure spreading rumors about Spook’s death and his ties to Kelsier’s crew.

After forcefully entering Durn’s den, Spook demands answers. Durn explains he leveraged Spook’s legend to sway public opinion, intending to erode support for Quellion by linking the Citizen to the killing of a Survivor crew member. He admits Quellion’s rule has strangled business and offers the diminished underworld’s aid against the regime.

Seeing opportunity, Spook instructs Durn to quietly contact Breeze—the standout Soother at a named tavern—to coordinate efforts, but forbids mentioning Spook’s survival or ordeal. Though uneasy about the growing mystique around him and Kelsier’s insistent counsel to move quickly, Spook resolves to act decisively.

A runner from Durn’s card table pleads for help: his seven-year-old sister Mailey, daughter of a nobleman, has been seized for execution by Quellion. Spook reframes the appeal into action, ordering the man to gather ten trustworthy allies. He promises to save Mailey and to make their participation the price of her rescue, beginning a targeted operation that will both save a life and weaken Quellion’s hold.
