Determined to be useful after past feelings of impotence, Spook navigates Urteau’s dried canal “streetslots,” avoids a torch-bearing patrol, and climbs into a guardhouse near Citizen Quellion’s residence. He positions himself in an unused upper room with a clear auditory line to Quellion’s council chamber.

As he waits, Spook watches Beldre, Quellion’s rarely seen sister, who sits alone in a stripped garden, radiating sorrow. When the meeting begins, Spook overhears that Elend Venture has taken and evacuated a minor southern city but somehow acquired another koloss army. Rumors say Elend will send an ambassador from Kelsier’s old crew to Urteau.

Quellion denounces Elend as a tyrant and refuses any treaty, framing Urteau as the only true realization of the Survivor’s skaa-ruled ideal. He orders further cultural purges, including bans on noble fashions and more funding for genealogical surveys to expose hidden noble bloodlines.
